Typical Class Hours
Participants will receive access to the MSF’s ePackage 1 eCourse, a 5-hour online course that covers the basics of motorcycling. The eCourse is fun and easy to use with lots of graphics and videos to help you learn. You will need to complete the eCourse within the 30 days prior to your BRC course dates and you must remember to bring the completion certificate (or a screenshot) to class with you.

The in-person motorcycle training is 5+ hours per day and is scheduled two days; check your E-mail receipt for correct times:

Bring water, food, sunscreen, rain gear, weather-related clothing, and any medications needed for your outside activities on the driving range.

*Check each class posted on the web site for correct times (daylight, weather, and unforeseen circumstances regulate our hours)

The DMV Completion Card 30-day temporary license / waiver expires 1 year from the date of issue.

The MSF Basic Rider Course card can only be replaced 48 months or less from the date of the issue.

Request for replacement of completion cards – Please specify which card you are requesting to replace (DMV Waiver card or MSF card).

Credit cards, cash or money orders accepted; $ 35.00 fee for replacement of one card & $45 for replacement of both cards.

More often than not, one or more of our prepaid students will not show up on the first day for the classroom portion of the Basic Rider Course.

MSTC has a “stand-by” policy at each of it’s training locations.
If you would like to try to get in a class that is full, you can arrive 15 minutes before the scheduled start of that class.

VERY IMPORTANT:
Contact the instructor in the classroom and place your name in the lottery.

DO NOT CONTACT THE OFFICE TO SIGN UP FOR A STANDBY:
You sign up in the classroom by showing up in person.

After the scheduled start of class, the instructor will conduct a drawing of all standby’s present. Names will be drawn and the person(s) name selected gets the first “No-show” opening, next name selected gets the second “No-show” opening, etc.

After the scheduled classroom start time, any registered student who is not in their seat, loses that seat with no refund given. The stand-by students are then asked to fill out the class paperwork, pay their tuition fee in cash or money order and they are officially enrolled in the class. (Please look at the web site for current pricing to determine tuition fees for each class.
Stand-by students being accepted in the class must pay their tuition with cash or money order made out to MSTC LLC.
No checks or credit cards can be accepted at our satellite Training Centers  .

Sometimes a student has a class in the future and wants to take a class earlier;
If you have pre-purchased a seat in a MSTC safety class, show up as a standby and accept a seat as a standby, you may not receive a refund on your pre-purchased seat and you will be asked to pay full price for the standby position. You will end up paying twice the cost of the course with no refunded portion available.

Please do not show up and ask for a standby position if you have already purchased a seat for another class unless prior approval from MSTC. Thank you.

  • “M2” – Participants who successfully complete the Two-Wheel Basic Class will receive an “M2” Endorsement. The “M2” Endorsement will only allow the Rider to operate a Two Wheel Motorcycle.
  • “M3” – Participants who successfully complete the Three Wheel Basic Class will receive an “M3” Endorsement. The “M3” Endorsement will only allow the Rider to operate a Three Wheel Motorcycle.
  • “M” – The “M” license will allow the Rider to operate both Two Three Wheel Motorcycles.
  • If you received your “M” Endorsement on or before June 30, 2013, you will be “Grandfathered In” and keep your “M” Endorsement.
  • To receive an “M” Endorsement after June 30, 2013, you must obtain BOTH an “M2” and an “M3” Endorsement.

No. Demand has not been sufficient to conduct 4 or more scooter students for a scooter only class.

Yes, provided your scooter meets the Program requirements – Valid state inspection, valid registration, proof of insurance, 50 ccs to 300 ccs, tires 2/32 + tread depth, good working brakes, working lights and all equipment in good working order, and mirrors. Call 804.400.8597 for details and approval before your class.

NOTE: We must have a certified Scooter Instructor available for the class you would like to enroll in before you register.

If your scooter is a 50 cc engine size or above, you will need a motorcycle license. (M2)

Yes, we provide motorcycles for the Jump Start and Basic Riding Licensing Courses

We provide ¾ DOT helmets (sizes range XS to 2XL). Personal helmets are subject to inspection for DOT certification, proper fit and are in good working condition.

The MSF completion card can ONLY be replaced 48 months or less from the date of issue. The DMV license/waiver completion certificate can only be replaced 12 months or less from the original date issued.

Jump Start is our optional Pre-course before taking the BRC. 3 hours of familiarization. Groups of 6 or less with personalized attention. We furnish motorcycles & helmets. One or two RiderCoaches. No certificate is issued. NO DRIVING TEST, NO WRITTEN TEST Come out and become comfortable.

  • The Two Wheel Licensing Course – Basic Rider BRC offers the Class “M2” Endorsement.
  • The Three Wheel Licensing Course – SideCar Trike offers the Class “M3” Endorsement.

Yes, If you have not recently ridden a bicycle, you may be unable to pass the Basic RiderCourse (BRC or SBRC). Balance is VERY important!

You will be required to withdraw from the class if unsafe to yourself or others. No refunds, transfers or credits.

The licensing course is approximately 15 hours – 4-5 hours for online classroom and approximately 11 hours on-motorcycle training

Getting your Class M2 or M3 License (effective July 1, 2016)
You must successfully complete both the written test and the riding skills evaluation in order to receive an MSF or Evergreen Safety Council course completion card and a Virginia DMV Motorcycle Class M2 or M3 Provisional License. No make-up testing or re-testing will be allowed (DMV rules).

The Virginia DMV Motorcycle Class M2 or M3 Provisional License is a temporary Class M2 or M3 license and allows you, if 19 years of age or older, to operate a motorcycle for 30 days. Simply take the DMV Provisional License to any Virginia DMV and exchange the Provisional License and your current car driver’s license for a new Virginia plastic license, only now with an M2 or M3 on it. We cannot make a plastic license at the Training Centers, so, you need to visit the DMV office – sorry. However, no written or driving test this time. Your Certificate will waive BOTH the knowledge & skills test at any Virginia DMV for one year from the date issued.

  • Students 19 years of age or older will be issued The Virginia DMV Provisional License which is a temporary Class M2 or M3 license and allows you to operate a motorcycle for 30 days.
  • Students 18 years of age will not be allowed to operate a motorcycle with The DMV Provisional License – they will need to take the DMV Provisional License to DMV to have the M2 or M3 placed on their license.
  • Students 17 years of age or younger will be issued The Virginia DMV Provisional License, However, they will still be required to wait the nine months and will not have a 30-day class M2 or M3 temporary license to operate a motorcycle.
  • Note: The Virginia DMV Provisional License expires 0ne (1) year from the date issued. Please make every effort to have M2 or M3 placed on your license prior to expiration. After expiration, you will be required to take the entire course over if you allow The DMV Provisional License to expire.

Note: No other state will accept The DMV Completion Certificate/Provisional License or Virginia’s MSF card. You do not need a learner’s permit or a motorcycle driver’s license to take any one of our courses.

No, you do not need a Motorcycle Learner’s Permit to take the JumpStart, Basic Rider or Trike Course.

A valid car license from any State or Country will permit you to enroll in the JumpStart, Basic Rider or Trike course.

Must be active duty military or military dependent; completion certificate dated within 1 year of license application.

You can enroll in any BRC or the “combined Intermediate & Experience course” to obtain your MSF card which will allow you to operate a motorcycle on any U. S. Military installation or other Government property.

No, Virginia’s DMV will NOT accept out of State MSF cards. Military personnel will be required to successfully complete a Virginia Motorcycle program to obtain an MSF card.

Inclement weather cancellations by MSTC, LLC., or cancellation due to circumstances beyond our control: Call us @ 804.400.8597. If canceled, you will have one year from the date of cancellation to reschedule your class. We do not issue refunds. We do not charge to reschedule due to each weather-related cancellation when canceled by MSTC.

A one time free reschedule will be offered for each weather-related event when canceled by MSTC.


If you need to reschedule your class, you must contact us in writing greater than 7 days prior to your class start date. Please send us an email using the link below, add your alternative date if known.

Reschedule/Transfer Payment of $50.00: Money orders or credit cards only and must come with a request. Payable to MSTC, LLC., 11555 Fox Cross Rd, Ashland, Virginia 23005 (please do not send cash in the mail)

For example, If your original class was on a Friday evening, we must be notified no later than 5:00 P.M. EDT (close of business day) greater than 7 days before your Friday class start date.

Rescheduling notices received 7 days or less of your class start date, will not be permitted. Please plan on attending or your total payment(s) will be forfeited. No rescheduled, free seats, free class(s), credits, discounts, or refunds with 7 days or less notice.

Unless otherwise stated a minimum of 4 students is required to conduct all Basic Rider Licensing Courses, Skills Practice Courses, or Trike Courses. Less than 4 students may require rescheduling. Contact the office at 804-400-8597 for clarification when in question.


CLASSROOM AND DRIVING RANGE BEGINS PROMPTLY

Please arrive ahead of your scheduled class start time to ensure your acceptance in class. Registered students are requested to arrive early for day one classroom to complete all of their paperwork prior to the start of class. Classroom and Driving Range start times are firm. If you arrive after the start of instruction for your curriculum, you are subject to non-admittance with dismissal. You will not be entitled to a refund or a free reschedule. No exceptions.

If you find you need to cancel your scheduled class, we will refund 70% of your tuition, if you notify us in writing greater than 7 days prior to the first day of your class no later than the close of business at 5:00 P.M. EDT. Eligible refunds will be made by check or credit to your credit card

Example – If your original class was on a Friday evening, MSTC, LLC must be notified no later than 5:00 P.M., greater than 7 days prior to your Friday class start date. If your payment was $250.00, we subtract the 30% ($75.00) for cancellation processing fees, your refund would be $175.00. We will mail a check or credit your credit card depending on your method of payment upon registration. MSTC, LLC will process your request for a refund within five business days from receipt of notification if you qualified for a refund.

ALL cancellation notices received 7 days or less before the first day of your class will NOT be processed and will result in non-refundable tuition, registration, and any other payments. We regret we cannot accommodate your request for any refund if received 7 days or less prior to the first day of your class. Many times throughout the year, it is difficult to re-sell your seat with less than 5 days’ notice or less.

If you purchased your seat (Class) within 7 days or less before the start of your class and decide to cancel, you will NOT be entitled to any refund, free class, discounted class, a free or paid to reschedule, or any compensation. You will forfeit your entire purchase price.
Please think twice before purchasing a class 7 days or less prior to the first day of your class.
